This was wrong.  The easiest/cheapest test is just to put some more  
foil rolls into the same solution, with water added to get back to  
the original concentration.  If the same reaction does not occur,  
then it seems likely that some consumable in the solution was used up  
in the process, or that aluminum dissolved into the solution kills  
the process.
